MPS educators approve Q Comp plan


  1. What is Q Comp?
    Quality Compensation, or Q Comp, is a voluntary state grant program that was enacted by the Minnesota State Legislature in 2005.  It originally began with a pilot the Minneapolis Federation of Teachers created in collaboration with the Minnesota Department of Education.  The intent was to find additional ways for teachers to earn compensation beyond the traditional college courses and reinforce high quality, relevant, and applicable professional development as well as support teacher leadership roles.  
  2. When will Q Comp start? (UPDATED 9-5-13)
    Upon a 50% + 1 approval vote by MPS teachers, Q Comp will begin October 1, 2013.
  3. What does “50% + 1 approval vote” mean and who is voting? (UPDATED 9-30-13)
    Q Comp will pass if it is approved by 50% + 1 of those teachers who vote. It does not matter how many votes are cast. MFT members are eligible to vote. 
  4. Why is it $9.17 million?
    Q Comp funds are based on student enrollment in the district.  Therefore, Q Comp funds will increase to meet growing student enrollment in the future.  Moreover, any funds not spent in the 2013-14 school year will be carried over and added to the 2014-15 Q Comp budget.
  5. How will Q Comp help teachers?
    Q Comp will fund collaborative planning time between teachers and Education Support Professionals (ESPs), reinstate annual stipends for teacher leadership roles, improve implementation of the current teacher evaluation system and fund site-driven professional development, access to more reserves for release time, and reinstate some of the Professional Pay (ProPay) courses.
  6. How are ProPay and Q Comp related? (ADDED 9-4-13)
    Professional Pay, or ProPay, was an alternative compensation plan that was jointly devised by MFT and MPS and ran from 2002-2009.  Most recently, ProPay was a part of the voluntary Alternative Teacher Professional Pay System (ATPPS).  Two components of ATPPS were annual stipends for teacher leadership roles and ProPay 1-2-3 courses that earned teachers a lane change on the salary schedule.  ProPay was a very popular (albeit rigorous) process that received top ranking by teachers for impact on teaching and learning while also allowing professionals to move on the salary schedule.  ProPay was a part of the previous versions of Q Comp at MPS. The 2013-14 MPS Q Comp plan will reinstate and increase the annual stipends for teacher leadership roles and will reinstate some ProPay courses.  In addition, the 2013-14 MPS Q Comp plan will fund ProPay course instructors and resources.
  7. What types of ProPay courses and salary schedule changes will be available? (ADDED 9-4-13)
    MPS is currently evaluating the previous ProPay courses to determine which courses are most relevant, most popular and aligned with the current vision of MPS.  The list of ProPay courses will be made available to staff in the fall of 2013.  Individuals who are part of the MFT 59 bargaining unit are eligible to take ProPay courses.  One ProPay course will be a year-long course of 15 credits.  As stated in the 2011-2013 MFT contract, “Fifteen (15) MPS credits will qualify an individual to advance one (1) lane per year on the salary schedule, up to a maximum of two (2) lanes per five (5) years.”
  8. What are the teacher leadership roles and the stipends?
    Annual stipends of $350-$500 are available for teachers who take on additional leadership roles at their schools.  These roles are PDP Coordinator, secondary observers, Instructional Leadership Team (ILT) members, Site Leadership Team (SLT)/Site Council members, Professional Support Process (PSP) team members, cooperating teachers, eCompass Coordinator, Site Staff Development Chair, and PLC Coordinator. 
  9. What is meant in the Q Comp plan by an increase in reserve teachers?
    Q Comp provides an additional $1.16 million for reserve teachers for the purposes of participating in the teacher evaluation process and professional development.  This is in addition to the current $400,000 allocated to support teacher evaluation.  The reserve teachers funded by Q Comp are in addition to reserve teachers currently available for sick leave and other situations not related to release for teacher evaluation or professional development.
  10. What can reserve teachers funded by Q Comp be used for?
    Schools will determine the best use of reserve teachers with some guidelines based on the Q Comp grant application.  In the 2012-13 school year, schools used reserve teachers to allow for team collaborative planning, to attend professional development, to support peer coaching and/or build a cadre of reserve teachers across sites.
  11. What is the performance pay component of our Q Comp plan?
    MFT collaborated with MPS on a strategy to meet the Q Comp grant requirements while channeling the majority of funds toward professional growth.  Therefore, teachers will receive $1 for meeting the school goal, $1 for meeting the team or individual goal (PLC/PDP goal), and $1 for meeting teacher effectiveness goal (teachers who complete their PDP and are not on a PSP.)  Beyond the $3 total, we will NOT being paying for student test scores or teacher evaluation scores. 
  12. Can the Q Comp plan change for next year?
    Yes.  Funding evaluation for Q Comp program is built into the Q Comp plan.  Therefore, components that show a positive impact may be expanded in future Q Comp plans.  MDE anticipates that Q Comp plans will be updated annually to best meet the dynamic needs of our teachers and students.  All changes will be done in collaboration between MPS and MFT leadership.  Teachers will be a part of the feedback and improvement discussion.   
  13. What if Q Comp goes away?
    Q Comp has been a line item in the Minnesota state budget since 2005 and is guaranteed through the 2014-15 school year.  A process to evaluate Q Comp is embedded in the 2013-14 Q Comp plan.  Therefore, components that positively impact student achievement can be identified and prioritized above other district costs if Q Comp funding is eliminated by the legislature after the 2014-15 school year.
  14. What if Q Comp does not get 50% + 1 vote approval? (UPDATED 10-1-13)
    Approximately $4.94 million is new spending to support new costs, such as ESP collaborative time, reinstatement of annual stipends for teacher leadership roles, and an increased teacher reserve budget.  Funding for these new initiatives will not be available if Q Comp is not approved by a 50% + 1 MFT member vote.  Approximately $4.23 million of the total Q Comp budget will fund current programs, such as teacher evaluation and instructional supports.  These programs will continue if Q Comp is not approved by a 70% MFT member vote.  The other elements of the grant will not proceed forward.
